There’s one bag on the Rack for each set of awards, for example, Class II for the Junior Biological division, or the FPL Energy award. Each bag (when complete) contains everything needed for that award during the ceremony: medals, plaques, printed certificates or checks, other trinkets (if they’ll fit), and a sheet for the Master of Ceremonies describing the award and listing the recipients.
The bags on the bottom bar are complete and ready to go. The lone bag on top is still missing something.
